The 35-year-old was initially ruled out out of the start of the Ashes with a hamstring strain but then suffered an Achilles problem during his rehab.
Hazlewood will not play any part in the ongoing Big Bash League and will also miss the T20I series against Pakistan later this month.
He is targeting the warm-up matches ahead of the global tournament that kicks off on 7 February with Australia starting their campaign on 11 February against Ireland.
"Everything's going to plan," Hazlewood told ESPNcricinfo. "We took a few extra weeks once we couldn't make the Test matches.
"I had a couple of bowls off the half-run last week. Running's going well, all the strength stuff's going well so, yeah, on track."
Following the T20 World Cup, Hazlewood will also play in the IPL with defending champions Royal Challengers Bengaluru.
Australia will then begin a run of up to 21 Tests in 11 months, which includes marquee away series in India and England.
"I feel young in that attack," Hazlewood joked. "I'm certainly realistic. I still think the hardest hurdle for me is the first one.
"So if you get over that first one, things can roll on. But if you play too many in a row, obviously weakness starts to creep in. So if you sort of sense that coming, yes, you might have to sit one out."
