McCarthy has come under pressure after Kenya opened their 2027 Africa Cup of Nations qualifying campaign with a 1-1 draw against Eritrea before suffering a 1-0 defeat to Guinea.
The latest setback came in Conakry, where Serhou Guirassy scored the only goal in the 32nd minute. Kenya now have one point from their opening two Group D matches, although they are guaranteed a place at AFCON 2027 as co-hosts alongside Uganda and Tanzania.
The results have added to questions over McCarthy's record since taking charge, with the former Manchester United coach having recorded seven wins, five draws and seven defeats in his first 19 matches.
However, Mulee believes the results do not tell the full story and pointed to the challenges faced by whoever occupies the Harambee Stars dugout.
"To coach Harambee Stars is the most difficult job in the world. Ask Benni McCarthy, he knows - you saw they had a strike the other day," Mulee said on Radio Jambo.
Kenya's preparations for the recent international break were disrupted when players reportedly boycotted training over unpaid dues, leaving McCarthy with limited time to prepare for the Eritrea match.
"You have your plans, you have planned how you want to prepare the team then you hear there is a go slow and the players have boycotted training. It really disorients you," Mulee added.
The former coach, who has twice managed Kenya, ruled out a return to the dugout but said he would consider an advisory role.
"I empathise with McCarthy because you see him and talk a lot about him but his job is heavy. There is a lot to do but no time. Everyone expects good results," he said.
McCarthy will now look to build greater consistency as Kenya continue preparations for the 2027 AFCON, with their status as co-hosts meaning qualification for the tournament itself is already secured.
