The talented 20-year-old Bucs product has excelled for both club and country since making his top-flight debut last season.
Mbokazi made 19 appearances last term and has captained Pirates in nine of the 11 games he has played in all competitions this season, alongside three South Africa caps.
He is is part of the 23-man squad set to face Zimbabwe and Rwanda in Bafana's crucial upcoming World Cup qualifiers.
After announcing his team, Broos said on SABC Sport: "If you see the quality and the talent of Mbokazi, I'm very sorry to Pirates but this guy has to go away next year.
"He will become better when he plays good competition and in a higher level. If he stays here, it will become too easy for him because he's good.
"He needs another motivation, another challenge. That makes him to become better."
Broos added that Mbokazi is not the only national player good enough to compete at the highest level.
"There are other players who can make the [next] also [and move abroad]," he explained.
