The Harambee Stars missed out on qualification for both the 2025 Africa Cup of Nations and 2026 World Cup.
Their next chance at international competition is the 2027 AFCON, to be held in Kenya, Uganda and Tanzania.
Kenya play Madagascar on 14 November and the Comoros on 17 or 18 November.
McCarthy has included both 18-year-old Celta Vigo midfielder Aldrine Kibet and 19-year-old Zamalek defender Baron Ochieng.
