Munetsi, one of the Warriors' most experienced and influential players, was forced to withdraw from the final squad after suffering a calf injury last week - a crushing blow for both player and country, with the midfielder widely expected to play a leading role at the tournament.
The Wolverhampton Wanderers midfielder did not hide his disappointment, describing the setback as one of the toughest moments of his international career.
"It hurts a lot to miss AFCON," Munetsi posted on his Facebook page.
"This is a tournament every African player dreams of playing in. I worked extremely hard to be ready and to help the team, so to be ruled out at this stage is very painful."
Munetsi's absence comes at a critical time for Zimbabwe, who have been drawn in a challenging Group B alongside South Africa, Angola and record seven-time African champions Egypt. As vice-captain, his leadership, experience and physical presence in midfield will be sorely missed.
The injury setback arrived just as Munetsi was mentally and physically preparing himself for the competition, making the disappointment even harder to take.
"Injuries are part of football, but this one came at the worst possible time. You feel helpless because there's nothing you can do except accept it and support the team," he said.
Despite the personal heartbreak, Munetsi has urged his teammates to rise to the occasion and represent the country with pride.
"We have a good group and talented players. I believe in the boys and I'll be supporting them all the way. I just wish I could be there on the pitch with them," he added.
Zimbabwe open their AFCON campaign against Egypt on 22 December.
