The former Richards Bay, Moroka Swallows, AmaZulu and Upington head coach was linked with a move to Lidoda Duvha following the departure of Mabhuti Khenyeza after a brief spell.
The club are currently in last place on the National First Division standings with just two wins from their opening 16 games of the current season.
Truter was in attendance when Leopards played a friendly match with Venda FC and held discussions with club bosses over a move to the club.
Speaking to FARPost, Truter explained that they failed to come to an agreement over a potential contract.
He said: "I was in talks, and they flew me up to Limpopo, and I was in Limpopo for about five days.
"But Mr David Thidiela and I were in talks, and after the five days, once we sat down, we couldn't just find each other.
"But I think it was amicable, and I decided not to take them up on their offer. So that's about it, it wasn't anything malicious or anything like that."
"Make no mistake, they have a good team there," Truter added. "They have a very good team, and I think Mabhuti did very well. You can see the progress in the team because I saw them play a couple of times.
"There is definitely progress under Mabhuti, and I am sure they will definitely get out of the situation they are in. So for me, I just felt it was not the right time to come to Leopards at the moment."
