This according to transfer expert Kaveh Solhekol.
The Blues, who have already secured four signings this summer, Jorrel Hato, Liam Delap, Jamie Gittens, and Joao Pedro, are targeting the 22-year-old Dutch international to add flair and versatility to their squad.
Negotiations for Simons are gaining momentum, with Chelsea aiming to secure the deal for less than 50 million pounds, while Leipzig are holding out for a package closer to 60 million pounds.
Solhekol shared an update on X, stating, "Chelsea are hoping to agree a deal to sign Xavi Simons for less than 50 million pounds. They value the RB Leipzig player at between 50 and 55 million euros. Chelsea have not made a bid for Simons yet."
The versatile attacker has made it clear he wants to join the Blues, with personal terms reportedly near completion. Recent sales, including Kiernan Dewsbury-Hall to Everton for 28 million pounds, are expected to accelerate talks, though Simons is unlikely to feature in Chelsea's upcoming friendlies against Bayer Leverkusen or AC Milan.
The Blues are planning for a robust attacking unit, targeting eight or nine options to rotate throughout the season.
Alongside Simons, Chelsea are also preparing an offer for Manchester United's Alejandro Garnacho. The 21-year-old Argentine winger, deemed surplus by United's head coach Ruben Amorim, is enthusiastic about a potential move to Stamford Bridge.
Amorim recently commented, "Sometimes you want a new challenge, so we try to make everything okay for all the parts." United are seeking around 50 million pounds for Garnacho, who could add further dynamism to Chelsea's frontline.
Meanwhile, questions linger over Nicolas Jackson's future at Chelsea. The Blues have offered the Senegalese striker to several clubs, including Newcastle United, who are considering a move.
Chelsea value Jackson above the fees paid for strikers like Hugo Ekitike and Benjamin Sesko, with estimates suggesting a price tag as high as 80 million pounds. Newcastle's interest may depend on their pursuit of other targets, such as Sesko.
Chelsea's aggressive transfer strategy highlights their ambition to compete on all fronts in the 2025/26 season, with Simons emerging as a key piece in their attacking puzzle.
The Blues are set to face Crystal Palace in their Premier League opener on August 17, and fans will be eager to see how their new-look squad takes shape.
