The 27-year-old midfielder is a target for Kaizer Chiefs boss Nasreddine Nabi.
The pair know each other well from their time at Young Africans where Nabi converted Salum from a deep-lying player to a potent attacker.
Speaking to Azam TV, Mokwena explained that he has no intentions to release the Tanzania international, but accepts he might want to move on.
The former Mamelodi Sundowns boss said: "He's a very good player, one of the best on the continent>
"For me, Feisal is very special, and for me I like his personality. Not only as a footballer, but also as a human being."
Mokwena added: "We expect Feisal to deliver results because we are paying him a lot of money. However, if he decides to leave, that will be his choice. We are not stopping him from leaving.
"We have no plans to let Feisal go. But if a team makes an offer that meets our expectations, we will not stand in his way. However, as of now, we have not received any offers from any club."
